<br />A RESOLUTION OF THE COUNCIL OF THE CITY OF PORTSMOUTH, VIRGINIA,
<br />IN SUPPORT OF THE ADDITION OF 21 PSYCHIATRIC BEDS IN A NEW
<br />DEDICATED 75-BED PSYCHIATRIC PATIENT TOWER AT BON SECOURS
<br />MARYVIEW MEDICAL CENTER.
<br />
<br />
<br />WHEREAS, Bon Secours Maryview Medical Center ("Maryview") has filed a Certificate of
<br />Public Need (COPN) application - COPN Request No. V A-7649 - for the addition of psychiatric
<br />beds at Maryview, located in Portsmouth, Virginia; and,
<br />
<br />WHEREAS, the proposed project will involve the addition of21 psychiatric beds to better serve
<br />the needs of area residents at Maryview; and,
<br />
<br />WHEREAS, Bon Secours and Maryview have been extremely supportive corporate citizens of
<br />Portsmouth for nearly 65 years, providing jobs, payroll, indigent care, and other important
<br />services to the City and its residents
<br />
<br />WHEREAS, acute psychiatric services have been available continuously at Maryview for more
<br />than 40 years, since 1968; and,
<br />
<br />WHEREAS, Maryview has brought many other "firsts" to the western Hampton Roads area,
<br />including the first hospital-based psychiatriclbehavioral medicine program, the first cobalt
<br />treatment for cancer, the first cardiac catheterization laboratory, the first magnetic resonance
<br />imaging scanner (MRI), the first linear accelerator for radiation therapy in the treatment of
<br />cancer, the first open heart program in partnership with Columbia University College of
<br />Physicians and Surgeons, the first da Vinci surgical robotic system, the first Center of Excellence
<br />for bariatric surgery, to name a few; and,
<br />
<br />WHEREAS, Maryview has committed itself to high-quality, efficient, patient centered care, and
<br />has received numerous awards recently attesting to this commitment, and the increase in
<br />behavioral medicine beds would help Maryview continue in this important tradition of quality
<br />care; and,
<br />
<br />WHEREAS, behavioral medicine disorders continue to be a prevalent condition in the Hampton
<br />Roads region, and while other psychiatric facilities in Hampton Roads have ceased acute care
<br />services, Maryview has continued to care for all, regardless of ability to pay; and,
<br />
<br />WHEREAS, behavioral medicine services on the Maryview campus currently include acute
<br />inpatient adult and adolescent services for psychiatric and chemical dependency, as well as
<br />outpatient services, including participation in selected clinical trials; and,
<br />
<br />WHEREAS, a recent assessment of the behavioral medicine service at Maryview concluded that
<br />Maryview needed additional capacity for its behavioral medicine programs in order to meet the
<br />needs of the community it serves, particularly with respect to services intended to meet the needs
<br />of the older adult ;
<br />
<br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that it, on behalf of its residents, expresses its strong support for the Bon Secours Maryview
