<br />R-09-58 <br /> <br />A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A <br />PROGRAMMATIC AGREEMENT WITH THE UNITED STATES NAVY, THE <br />VIRGINIA STATE HISTORIC PRESERVATION OFFICER, AND THE <br />PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY <br />CONCERNING THE CONVEYANCE OF THE FORMER NAVY YMCA <br />BUILDING LOCATED AT 517 KING STREET. <br /> <br />WHEREAS, the former Navy YMCA Building at 517 King Street, constructed <br />as St. Joseph's Academy in 1916 and expanded and renamed as St. Paul's Elementary <br />School in 1949, has been determined to be a contributing resource to the Portsmouth <br />Downtown Historic District by the State Historic Preservation Officer; and <br /> <br />WHEREAS, the building is unoccupied and in need of stabilization, <br />maintenance, restoration, and renovation; and <br /> <br />WHEREAS, the building's owner, the United States Navy no longer has any <br />need for the property; and <br /> <br />WHEREAS, the City of Portsmouth wishes to have this historic building <br />repaired, preserved, renovated, and placed back on the tax rolls; and <br /> <br />WHEREAS, the Navy has been authorized to convey the building to the City <br />after the structure has been environmentally remediated and historically rehabilitated; and <br /> <br />WHEREAS, in order to accomplish the goals of environmental remediation and <br />historic rehabilitation, the Navy and the City have determined it necessary and advisable <br />to enter into a Programmatic Agreement with the State Historic Preservation Officer and <br />the Portsmouth Redevelopment and Housing Authority. <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia that it hereby authorizes the City Manager to execute a <br />Programmatic Agreement and any other necessary related documents with the United <br />States Navy, the State Historic Preservation Officer, and the Portsmouth Redevelopment <br />and Housing Authority for the environmental remediation, historic rehabilitation, and <br />return to productive use of the former YMCA building at 517 King Street under such <br />terms and conditions as may be in the best interest of the City of Portsmouth. <br /> <br />ADOPTED by the Council ofthe City of Portsmouth, Virginia at a meeting held <br />on October 13,2009. <br /> <br />Teste: <br /> <br />City Clerk <br />
