<br />uhJiN <br /> <br />E NO.~~~9,~__ <br /> <br />AN ORDINANCE AMENDING THE FY 2008-2009 CLASSIFICATION AND PAY <br />PLAN TO AUTHORIZE THE FURLOUGHING OF GENERAL AND <br />UNCLASSIFIED EMPLOYEES. <br /> <br />WHEREAS the City of Portsmouth is facing unprecedented economic pressures <br />during the 2008-2009 fiscal year, including a projected $8.2 shortfall; and <br /> <br />WHEREAS the furloughing of general and unclassified employees is a necessary <br />measure to avoid more drastic measures, including the layoff of employees. <br /> <br />NOW THEREFORE BE IT ORDAINED by the Council of the City of <br />Portsmouth: <br /> <br />1. That Section 4 of the FY 2008-2009 Classification and Pay Plan that was <br />adopted by Ordinance 2008-36 on May 13,2008 and became effective on July 1,2008 be <br />amended by the adoption of a new paragraph i entitled "Furloughs" to read as follows: <br /> <br />i. Furlou2hs <br /> <br />The City Manager is authorized to place general and unclassified employees in a <br />temporary non-duty, non-pay status, when necessary for non-disciplinary reasons, <br />with the least possible disruption to the workforce and to the delivery of services <br />to the citizens of the City. For FY 2008-2009, the number of such furlough days <br />shall not exceed five regular workdays and two established holidays. This <br />paragraph shall not apply to sworn public safety employees, E-911 employees, <br />and EMS paramedics. <br /> <br />2. That an emergency exists requiring that this ordinance take effect on <br />February 10,2009. <br /> <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on February 10, 2009. <br /> <br />Teste: <br /> <br />City Clerk <br />
