<br />historic materials, features, size, scale and proportion, and massing to protect the <br />integrity of the property and its environment. <br /> <br />(10) New additions and adjacent or related new construction will be undertaken in <br />such a manner that, if removed in the future, the essential form and integrity of <br />the historic property and its environment would be unimpaired. <br /> <br />(b) In making its determination, the Committee shall further consider the <br />compatibility of the proposed project with the standards and guidelines as adopted by city <br />council in addition to any other pertinent factors. <br /> <br />(c) This section is not intended to discourage contemporary architectural expression, <br />or to require the emulation of existing structures of historic or architectural interest in specific <br />detail. Harmony, or incompatibility, shall be evaluated in terms ofthe appropriateness of the <br />architectural features, materials, scale, size, height, and placement of a new structure in <br />relationship to existing structures and to the setting. <br /> <br />Sec. 40-57.1.6. Certificate of Appropriateness; action required on application. <br /> <br />(a) Upon receipt of a complete application for a certificate of appropriateness, the <br />designated staff shall review the application to determine if a one, two, or three step approval <br />process is required, as defined in the standards and guidelines adopted by the city council. <br /> <br />(b) F or those reviews by the committee, staff shall place the application on the <br />agenda for the next regularly scheduled Committee meeting for which it meets the deadline <br />pursuant to the procedures manual. During the public hearing portion of the Committee meeting <br />the Committee will confer with the applicant for the certificate of appropriateness and other <br />parties that appear to voice an opinion on the project. After the public comment portion of the <br />meeting has ended, the Committee members shall vote to either approve or disapprove such <br />plans and specifications based on architectural compatibility and in accordance with the <br />Committee's adopted standards and guidelines. <br /> <br />(c) If the application is approved, the Committee shall issue a certificate of <br />appropriateness therefore with or without conditions or with such modifications of the plans and <br />specifications as the Committee deems necessary and the applicant accepts to fulfill the purposes <br />and objectives declared in section 40-55 and to require compliance with the regulations and <br />restrictions set out in this chapter and the standards and guidelines as adopted by the city council. <br /> <br />(d) If issued, a certificate of appropriateness shall be valid for a period of one year <br />from date of issuance. All work approved and initiated under a certificate of appropriateness <br />shall be completed within one year of issuance. Without an extension, after one year from <br />issuance of a certificate of appropriateness, an owner shall obtain a new certificate in order to <br />commence any previously approved work or to complete any work. Once begun, no project or <br />work shall be left partially completed. On written request from the applicant, the Committee may <br />grant a single extension of its approval for a period of up to one additional year if, based upon <br />submissions from the applicant, the Committee finds that conditions on the site and in the area of <br />the proposed project are essentially the same as when approval was originally granted. <br /> <br />(e) Any certificate of appropriateness shall also expire and become null and void if <br />such authorized work is suspended or abandoned for a period of 12 months after being <br />
