Upon the completed review of a minor water quality impact <br />assessment, the city engineer will determine if the following <br />criteria have been satisfied: <br /> <br />(i) The proposed encroachment is necessary due to the <br />inability to place improvements elsewhere on the <br />site to avoid disturbance of the buffer area; <br /> <br />(ii) Impervious surface is minimized; <br /> <br />(iii) Proposed best management practices, where <br />required, achieve the requisite reductions in <br />pollutant loadings; <br /> <br />(iv) Proposed mitigation measures, including the <br />revegetation plan and site design, result in minimal <br />disturbance to all components of the RP A, including <br />the 100- foot buffer area; and <br /> <br />(v) The development, as proposed, meets the purpose <br />and intent of this chapter. <br /> <br />2. Upon the completed review of a major water quality impact <br />assessment, the city engineer will determine if the proposed <br />development is consistent with the purpose and intent of this <br />chapter and that the following criteria have been satisfied: <br /> <br />(i) Within any RP A, the proposed <br />development is a water-dependent facility; <br /> <br />(ii) The disturbance of any wetlands will be <br />minimized and the applicant will provide a <br />statement on the plans that Wetland Permits will <br />be obtained prior to the issuance of any other <br />permits or approvals; <br /> <br />(iii) Proposed erosion and sediment control <br />concepts are adequate to achieve the reductions <br />in runoff and prevent off-site sedimentation; <br /> <br />(iv) Proposed stormwater management concepts are <br />adequate to control the storm water runoff to <br />achieve the required performance standard for <br />pollutant control; <br /> <br />(v) Proposed revegetation of disturbed areas will <br />provide optimum erosion and sediment control <br />benefits; <br />
