<br />implementing measures that would establish vegetation in the buffer in these <br />areas over time shall be considered in order to maximize water quality protection, <br />pollutant removal and water resource conservation. <br /> <br />Sec. 9.1-11. Plan of development process. <br /> <br />Any land disturbance, development or redevelopment exceeding 2,500 square feet <br />of land disturbance shall be accomplished through a plan of development process prior to <br />any clearing or grading of the site or the issuance of any building permit, to assure <br />compliance with all applicable requirements of this chapter. <br /> <br />Notwithstanding the provisions above, no clearing or grading of any lot or parcel <br />shall be permitted without an approved clearing plan. For existing single-family lots, a <br />clearing line shown on the plat plan normally submitted as part of the building permit <br />application shall satisfy clearing plan requirements. No clearing or grading shall occur <br />on existing single-family lots until a complete building permit application is approved. <br /> <br />(l) Required information. In addition to the requirements of the zoning <br />ordinance set out in chapter 40, or the requirements of chapter 33, regarding <br />subdivisions, the plan of development process shall consist of the plans and <br />studies identified below. The following plans or studies shall be submitted, unless <br />otherwise directed: <br /> <br />a. A site plan in accordance with the provisions of the zoning ordinance <br />set out in chapter 40 or a subdivision plat in accordance with the <br />provisions of chapter 33; <br /> <br />b. An environment site assessment; <br /> <br />c. A landscaping plan; <br /> <br />d. A stormwater management plan; <br /> <br />e. An erosion and sediment control plan III accordance with the <br />provisions of chapter 11; and <br /> <br />f. A water quality impact assessment as necessary under the requirements <br />of Section 9.1-11(f). <br /> <br />(2) Environmental site assessment. An environmental site assessment shall be <br />submitted in conjunction with a preliminary site plan or preliminary subdivision <br />plan approval for the purposes of determining the site-specific boundaries of the <br />RPA. <br /> <br />a. The environmental site assessment shall be drawn to scale and clearly <br />delineate the following environmental features: <br />
