<br />(4) Recreational vehicles. Recreational vehicles placed on sites shall either: <br /> <br />(a) Be on the site for fewer than 180 consecutive days and be fully <br />licensed and ready for highway use; or <br /> <br />(b) Meet the permit requirements for placement and the elevation and <br />anchoring requirements for manufactured homes. <br /> <br />F or the purposes of this section, a recreational vehicle shall be deemed ready for highway <br />use if it is on its wheels or jacking system, is attached to the site only by quick- <br />disconnect-type utilities and security devices, and has no permanently attached additions. <br /> <br />Sec. 14-11. District Provisions. <br /> <br />(a) Regulations for subdivisions and site plans. The applicant of any <br />subdivision of land or site plan within the city shall submit with his application, a <br />statement by a licensed surveyor or engineer as to whether or not any property shown on <br />the plat or plan is at an elevation lower than the 100-year flood level. Where an area at or <br />below the 100-year flood level exists, the extent of this area shall be shown on the <br />preliminary and final plat or plan. <br /> <br />Until a regulatory floodway is designated, no new construction, substantial <br />improvements, or other development (including fill) shall be permitted within the areas of <br />special flood hazard, designated as Zones A and AE on the Flood Rate Insurance Map, <br />unless it is demonstrated that the cumulative effect of the proposed development, when <br />combined with all other existing and anticipated development will not increase the water <br />surface elevation of the base flood more than one foot at any point within the City. <br /> <br />Development activities in Zones A, AE, and AH, on the City of Portsmouth, <br />Virginia's Flood Insurance Rate Map that increase the water surface elevation of the base <br />flood by more than one foot may be allowed, provided that the developer or applicant <br />first applies, with the City's endorsement, for a conditional Flood Insurance Rate Map <br />revision, and receives the approval ofthe Federal Emergency Management Agency. <br /> <br />(b) "X" Unshaded Zones A non hazard district with areas determined to be <br />outside the 0.2% annual chance floodplain. There are no required floodplain <br />management construction regulations for this district. <br /> <br />(c) "X" Shaded Zones A non hazarded district but an area that has been <br />identified as having 0.2% annual chance of flood or an area with a 1 % annual chance <br />flood with average depths less than one (1) foot or drainage areas less than 1 square miles <br />or areas protected by levees from 1 % annual chance of flood. There are no required <br />floodplain management construction regulations for this district. <br />
