<br />ORDINANCE NO ..LO.P 8::1}.. <br /> <br />AN ORDINANCE TO AMEND CHAPTERS 17 AND 23 OF THE CODE OF THE CITY <br />OF PORTSMOUTH, VIRGINIA (2006) BY AMENDING SECTION 17-23 PERTAINING <br />TO THE BUILDING AND STRUCTURES MAINTENANCE CODE AND SECTION 23-1 <br />PERTAINING TO NUISANCES. <br /> <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br /> <br />1. That the definition of "debris" contained in Section 17-23 of the Code of the City <br />of Portsmouth, Virginia (2006) be amended and reordained to read as follows: <br /> <br />Sec. 17-23. Definitions. <br /> <br />Debris means dead or dying standing weeds, dead or dying standing trees, any tree or parts of a <br />tree which have fallen due to natural causes or otherwise, trash, junk, discarded or abandoned <br />parts of vehicles, appliances or machinery, and shall include, but not be limited to the open <br />outdoor storage of personal property of any kind such as appliances or appliance parts, furniture, <br />interior or exterior equipment or machinery, which is no longer used, including antiques, <br />collectables, glassware and crockery, or any other material or substance which may provide a <br />harbor for snakes or rats or anything or any condition which may be a fire menace or breeding <br />place for mosquitoes, give off obnoxious or offensive odors or endanger the health or safety of <br />the residents of the city. Debris shall not include any of the above property openly stored in a <br />junkyard as defined and permitted pursuant to the zoning ordinance. <br /> <br />2. That Section 23-1 of the Code ofthe City of Portsmouth, Virginia (2006) be <br />amended and reordained to read as follows: <br /> <br />Sec. 23-1.
