The present proposal for regional

road transportation projects includes the imposition of tolls at multiple locations,

including the Pinners Point Connector. In order to honor the spirit of the agreement

initially reached for construction of the Pinners Point Connector, the Department of

Transportation shall work with the City of Portsmouth to explore the options available to

fully restore Portsmouth's Urban Allocation for all future years.

C. Any tolls that may be imposed in the area of the Pinners Point Connector and the Martin

Luther King Freeway Extension Project shall be reasonable and shall not impose an

undue burden on Portsmouth residents having access to other South Hampton Roads

areas, consistent with the financial considerations of the project.

D. Portsmouth shall have reasonable representation on the Independent Review Panel.

ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held on July
22, 2008.

Teste:

City Clerk
