<br />PORTSMOUTH CITY COUNCIL: <br />AUTOMOBILE USE POLICY AND PROCEDURES <br /> <br />Date: <br /> <br />SUBJECT: Automobile Use Policy and Procedures for Portsmouth City Council. <br /> <br />PURPOSE: To establish policy and procedures when Members of Portsmouth City Council, <br />including the Mayor and Vice Mayor ("Members"), use vehicles for official business. <br /> <br />POLICY AND PROCEDURES: <br />1. Use of city vehicles. No Member shall have the use of a city vehicle, either permanently or on <br />a daily or other short-term basis, unless such use is authorized by specific recorded vote of City <br />Council. This restriction shall not apply to any Member who is out of town on official city <br />business and who reasonably needs a rental vehicle for local transportation. <br /> <br />If use of a city vehicle is so authorized, the Member shall be subject to all "Responsibilities of <br />Vehicle Operators" set forth in the City's "Administrative Policy Safety Policy # 1" for general <br />employees of the City (the "Vehicle Safety Policy"). <br /> <br />2. Insurance coverage. If use of a city vehicle is so authorized, the Member shall be covered by <br />the City's self-insurance policy, as set forth in Finance Procedure 4.1, and the Department of <br />Risk Management and the City Attorney's Office shall provide such representation or advocacy <br />for the Member as may be needed. <br /> <br />3. Mileage compensation. Any Member who uses a private vehicle for official business shall be <br />compensated for the mileage, at the same rate applicable to all other City officials and <br />employees, and subject to the same requirements for documentation. <br />
