<br />Robert's Rules of Order shall govern the City Council in all cases to which they are <br />applicable and in which they are not inconsistent with the rules of the Councilor applicable <br />special or generallaw6. <br /> <br />Section XXI. CLOSED MEETINGS. <br />A closed meeting allows the City Manager and the City Attorney the opportunity to brief <br />City Council on matters facing the City under circumstances in which the public interest would <br />not be best served by discussion in open session. The topics which may be discussed in a closed <br />meeting are limited to topics which may permissibly be discussed in closed meetings pUrsuant to <br />the Virginia Freedom of Information Act. A closed meeting is permitted when authorized by <br />law; but it is not required. City Council may conduct a closed meeting only after a recorded roll <br />call vote to go into a closed meeting, in the manner required by law. At the conclusion of a <br />closed meeting, City Council shall vote on certification of the propriety of the discussion that <br />took place therein, by recorded vote in the manner required by law. Newly elected Council <br />Members whose terms have not commenced shall be invited to attend all closed meetings and <br />may participate in discussions at closed meetings and during work sessions. <br /> <br />6This same requirement is also imposed by Portsmouth City Code S2-75, which authorizes adoption of <br />these rules. <br /> <br />-7- <br />
