. The salary of part-time employees shall be determined by reference to the salary grade to which the employee's position classification is assigned. The part-time employee's salary shall be such proportionate part of the full-time annual salary as reflects the hours worked by the part-time employee, at the minimum range. Part-time employees shall receive salary increases only when the minimum range for the established grade increases. Exceptions to this may be authorized by the City Manager. d. Temnorarv Emnlovment A position is defined as temporary when it is for a specific limited time without regard to the number of scheduled hours. These positions are not entitled to benefits unless authorized by the City Manager or designee. Increases would only be granted if the minimum range wage increases for that grade unless authorized by the Director of Human Resource Management in conjunction with the City Manager or designee. e. Creation of New Positions All new positions must be authorized by the City Manager prior to the establishment of the new position; the Department Head involved shall complete a Position Questionnaire covering the duties, responsibilities, and minimum qualifications for the proposed position. The Department of Human Resource Management shall assign the position to one of the job titles in the Position Classification Plan. If a suitable job description is needed, the Director of Human Resource Management in cooperation with the department shall develop a new job description and title for consideration by the City Manager. f. Official Conv of the Position Classification Plan The Director of Human Resource Management shall be responsible for maintaining an official copy of the Position Classification Plan.
