THE HUMAN RESOURCE MANAGEMENT SYSTEM <br /> <br />It is the policy of the City of Portsmouth to establish a fair and uniform human <br />resource management system for its employees in order to ensure the most effective <br />delivery of services to the citizens of Portsmouth. The pay philosophy of the City is: <br /> <br />"We believe our workforce is committed to do the best job in delivering <br />services to our citizens. In order to attract and retain this highly prepared <br />workforce, our pay plan must be stable, clear, equitable, flexible, predictable, <br />simple and objective." To achieve this: <br /> <br />* Pay will be market based. <br />* Portsmouth's market shall be defmed in reference to salaries paid in <br />the following Hampton Roads cities: Chesapeake, Hampton, Newport <br />News, Norfolk, Suffolk and Virginia Beach. <br /> <br />It shall be policy that: <br /> <br />City employees shall be paid in relation to the value of work they perform based on <br />a market-based pay system. Employment and classifications will be made without <br />regard to sex, race, religion, national origin, disability, age, or political affiliation. <br />
