<br />record that enumerates the date and time the pass was used and by whom <br />it was used. The record book shall be available for inspection by the city at <br />any time. <br /> <br />(c) A maximum often guest rooms shall be allowed in the Olde Towne <br />Historic District. In the Port Norfolk Historic District, a maximum of five guest rooms <br />shall be allowed. <br /> <br />(d) No exterior additions or alterations shall be made for the express purpose <br />of creating or maintaining a bed and breakfast inn other than those required for health, <br />safety or sanitation requirements. Minimal decorative alterations may be made to the <br />structure if such changes are deemed to be compatible with the nature of the <br />neighborhood. Such alterations and additions that are necessary or desired must meet all <br />zoning, building, environmental and fire code regulations and must be approved by the <br />historic preservation commission. <br /> <br />(e) The facility shall be occupied and managed by an individual having at <br />least 51 percent ownership interest in the improved real estate upon which the inn is <br />situated. <br /> <br />(f) The maximum length of stay for a transient paying guest is limited to 14 <br />consecutive days in any 30-day period of time. The holder of the use permit shall keep a <br />current guest register including names, addresses and dates of occupancy of all guests, <br />which register shall be available for city inspection at any time. <br /> <br />(g) For identification of the bed and breakfast inn, one wall sign of four <br />square feet is permitted. Such sign shall not be directly illuminated, nor shall it contain <br />the words "hotel" or "motel." Such sign shall meet all zoning requirements including <br />approval from the historic preservation commission. <br /> <br />(h) <br /> <br />There shall be no retail sale of goods and merchandise on the premises. <br /> <br />(i) <br />permitted. <br /> <br />Receptions and other such functions, for compensation, shall not be <br /> <br />(j) If approved as a condition of the use permit, meals may be served to <br />transient overnight guests and to the public, between 7:00 a.m. and 2:00 p.m. In the Port <br />Norfolk Historic District, only one meal may be served between 7:00 a.m. and 11 :00 a.m. <br />Seating capacity in the dining room shall be limited to no more than four seats per bed <br />and breakfast guest room. <br /> <br />(k) A minimum of one bathroom, to include a water closet, lavatory and <br />bathtub or shower, shall be provided on each floor of the structure to be occupied by <br />guests. However, additional bathrooms may be required as a condition of the use permit. <br />
