The City of Portsmouth requests studies concerning possible expansion of the
Hampton Roads Regional Jail so that it will be able to meet future incarceration needs of
Portsmouth and possibly its other member localities.

2. The City expresses its willingness to participate financially and administratively in
said studies.

3. The Board of Directors of the Hampton Roads Regional Jail Authority is respectfully
requested to seek from the 2008 Session of the General Assembly an exemption from the current
moratorium on new jail construction to permit study and planning; and thereafter to proceed with
completing a Community Based Corrections Plan and a Planning Study concerning said possible
expansion; to be followed by design and construction if justified by said studies.

4. The members of the Portsmouth delegation to the General Assembly are respectfully
requested to support any such requests from the Hampton Roads Regional Jail Authority.

5. The City Manager and the City Attorney are hereby directed to take all such other and
further steps as may be reasonably necessary to implement the intent of this resolution.

Adopted by the Council of the City of Portsmouth, Virginia, at a meeting held on
November 27, 2007.

Teste:

City Clerk
