<br />2. For this reason, the Council hereby expresses absolute and unconditional <br />opposition to the proposed refinery. <br /> <br />3. The City Clerk is directed to convey an attested copy of this resolution to the <br />City of Chesapeake. <br /> <br />4. The City Manager and the City Attorney are hereby authorized and directed to <br />take all such other and further actions as may be needed to prevent development of the <br />proposed refinery and to protect communities, citizens, property, public welfare, and <br />public health. The City Manager and the City Attorney shall from time to time report to <br />City Council on the status of all matters encompassed in this resolution. <br /> <br />Adopted by the Council of the City of Portsmouth, Virginia, at a meeting held on <br />October 9,2007. <br /> <br />Teste: <br /> <br />City Clerk <br />
