<br />R-06-32 <br /> <br />A RESOLUTION APPROVING THE CONSERVATION AND REDEVELOPMENT <br />PLAN FOR THE CRADOCK CONSERVATION AND REDEVELOPMENT PROJECT. <br /> <br />WHEREAS, there has been presented to the City Council for consideration and <br />approval, a copy of a Conservation and Redevelopment Plan for the Cradock Conservation and <br />Redevelopment Project ("the Plan"), which Plan addresses the deterioration and blight within the <br />Conservation Project Area and the Redevelopment Project Area ("the Project Areas"). as defined <br />in the Plan; and <br /> <br />WHEREAS, the Project Areas, which have been determined to be in states of <br />deterioration or blight, are to be conserved and/or redeveloped in accordance with the Plan; and <br /> <br />WHEREAS, the Plan provides an outline for the conservation and/or redevelopment of <br />the Project Areas and is su11iciently complete to satisfy the required elements set out in Sections <br />36-51 and 36-5 Ll of the Code of Virginia, 1950, as amended; and <br /> <br />WHEREAS, the Plan provides for relocation payments pursuant to applicable law: and <br /> <br />WHEREAS, this Council is cognizant of the conditions that are imposed by the provisions <br />of the Housing and Community Development Act of 1974. as amended, including those <br />prohibiting discrimination because of race, age, color, religion, familial status, handicap. sex or <br />national origin: and <br /> <br />WHEREAS, in the judgment of this Council, it is in the interest of the City and its <br />citizens that said Plan be approved, <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia: <br /> <br />I, That it is hereby found and determined that the Project Areas are in states of <br />detl'rioration or blight pursuant to Chapter 1 of the Title 36 of the Code of Virginia, 1950, as <br />amended (the "Act"), <br /> <br />7 That regarding the adoption of the Conservation and Redevelopment Plan for the <br />Cradock Conservation and Redevelopment Project, it is hereby found: <br /> <br />(a) That the objectives of the Cradock Conservation and Redevelopment Project <br />in the City of Portsmouth, Virginia, can be better achieved by the adoption <br />ofthc Plan; and <br /> <br />(b) That the Plan meets the requirements ofa plan fix conservation and <br />rcdevelopment projects pursuant to the Act <br /> <br />3, [hat the Conservation and Redevelopment Plan for the Cradock <br />Conservation and Redevelopment Project, having been duly reviewed and considered, is <br />
