<br />uKUINANCE __2005 -116 <br />r. <br /> <br />AN ORDINANCE TO AMEND CHAPTER 22 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTION 22-562 TO <br />PROHIBIT THE PARKING OF UNLICENSED MOTOR VEHICLES ON THE <br />PUBLIC RIGHT-OF-WAY. <br /> <br />. <br /> <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br /> <br />1, That Section 22-562 of the Code of the City of Portsmouth, Virginia <br />(1988) be amended and reordained to read as follows: <br /> <br />Sec. 22-562. General parking prohibitions; interference with parked vehicle. <br /> <br />(a) No person shall park a vehicle, except when necessary to avoid conflict <br />with other traffic or in compliance with the directions of a police officer or traffic-control <br />device, in any of the following places: <br />On a sidewalk, <br />In front of a public driveway. <br />On a crosswalk. <br />Within twenty (20) feet of crosswalk at an intersection. <br />Within thirty (30) feet upon the approach to any flashing beacon, stop sign <br />or traffic-control signal. <br />Between a safety zone and the adjacent curb or within thirty (30) feet of <br />points on the curb immediately opposite the ends of a safety zone, unless a <br />different length is indicated by official signs or markings. <br />Within fifty (50) feet of the nearest rail ofa railroad grade crossing. <br />Alongside or opposite any street excavation or obstruction when such <br />parking would obstruct traffic. <br />On the roadway side of any vehicle parked at the edge or curb of a street. <br />Upon any bridge or other elevated structure upon a street or highway or <br />within a tunnel. <br />At any place where official signs prohibit parking, <br /> <br />(1) <br />(2) <br />(3) <br />(4) <br />(5) <br />(6) <br />. <br />(7) <br />(8) <br />(9) <br />(10) <br />(11) <br /> <br />(b) No person shall park on any public street or right-of-way any vehicle with <br />missing state license plates or expired state license stickers, <br /> <br />(c) No person other than a police officer shall move a vehicle into any such <br />prohibited area or away from a curb such distance as is unlawful, or start or cause to be <br />started the motor of any motor vehicle, or shift, change or move the levers, brake, starting <br />device, gears or other mechanism of a parked motor vehicle to a position other than that <br />in which it was left by the owner or driver thereof, or attempt to do so, <br /> <br />2. That this ordinance shall take effect on the date of its adoption, <br /> <br />. <br /> <br />
