<br />uKUINANCE NO.2 0 0 5 ~ 1 ~ <br /> <br />. <br /> <br />AN ORDINANCE TO AMEND THE 2005-2006 CLASSIFICATION AND PAY <br />PLAN TO PROVIDE A SALARY INCREASE FOR GENERAL EMPLOYEES <br />AND SWORN PERSONNEL. <br /> <br />WHEREAS, the City Council has defined its VISIOn for the City's future, <br />including the development of a robust and prosperous economy; and <br /> <br />WHEREAS, the City Council recognizes that a competent, experienced, and <br />dedicated workforce is crucial to fulfilling its vision; and <br /> <br />WHEREAS, the City Council is committed to investment in the City's most <br />important asset, a trained and productive workforce; and <br /> <br />WHEREAS, a City-commissioned compensation study has found that the <br />Portsmouth current rates of pay for Portsmouth general employees and sworn personnel <br />are no longer fair and competitive when compared to other regional jurisdictions; and <br /> <br />WHEREAS, the City Council desires to take immediate action to address the <br />study's finding by the adoption of a 5% pay increase for all general employees and sworn <br />personnel, one-half of which will take effect on January 1,2006 and the remaining one- <br />half on July 1, 2006, <br /> <br />. <br /> <br />NOW THEREFORE BE IT ORDAINED by the Council of the City of <br />Portsmouth, Virginia: <br /> <br />1. That Section 4a of the City's 2005-2006 Classification and Pay Plan be <br />amended to read as follows: <br /> <br />SECTION 4. COMPENSATION PLAN <br /> <br />a, Salaries and Pay Schedules for 2005-2006 <br /> <br />Effective July 1,2005, salaries for general employees and sworn personnel will be <br />increased by 3% of the employees' base rate. Effective on January 1,2006, salaries for <br />general employees and sworn personnel will be increased by 2112% of the employee's <br />base rate. Effective on July 1, 2006, salaries for general employees and sworn personnel <br />will be increased by an additional2112% of the employee's base rate, No employee's <br />salary will be increased beyond the maximum range of their grade, <br /> <br />Effective July 1,2005, each pay range of the Salary Schedule will be increased by 5,25%, <br />(See Salary Schedule, Section 10,) <br /> <br />. <br /> <br />2, <br /> <br />That this ordinance shall take effect on the date of its adoption, <br /> <br />
