<br />. <br /> <br />. <br /> <br />. <br /> <br />R-05-13 <br /> <br />A RESOLUTION PROVIDING FOR A RECODIFICATION OF THE CODE OF THE <br />CITY OF PORTSMOUTH. <br /> <br />WHEREAS, the Code of the City of Portsmouth (the "City Code") has not had a <br />comprehensive review and revision, sometimes referred to as a recodification, since 1988; and <br /> <br />WHEREAS, the City Code in its present form contains numerous provisions that are <br />outdated, or difficult for the public to understand, or in need of revision for other reasons; <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that the City Attorney and the City Clerk are directed to commence and to propose for <br />Council's consideration a recodification of the City Code, as follows: <br /> <br />I. The proposed recodification shall be conducted for the purpose of correcting the <br />shortcomings identified above and creating a revised City Code which fairly reflects present public <br />needs and which is understandable, well-organized, properly numbered, and easily accessible by <br />the public. <br /> <br />2. No substantive changes to the City Code shall be proposed, unless consistent with <br />and reasonably required by the standards set forth in the preceding section. <br /> <br />3. The City Attorney and City Clerk shall keep City Council and the City Manager <br />reasonably informed of their progress in this endeavor. <br /> <br />4. Upon its completion, the draft recodification shall be made available for reasonable <br />public review and comment prior to its consideration for enactment by Council. <br /> <br />ADOPTED by the Council of the City of Portsmouth, Virginia, at a meeting held on April <br />12,2005. <br /> <br />Teste: <br /> <br />City Clerk <br />
