R-OS-74 . A RESOLUTION APPROVING THE REDEVELOPMENT PLAN FOR THE CENTRE AVENUE/OAK STREET REDEVELOPMENT PROJECT. WHEREAS, there has been presented to this body for consideration and approval, a copy of a Redevelopment Plan for the Centre Avenue/Oak Street Redevelopment Project ("the Plan"), which plan addresses the blight within the Project Area, as defined in the Plan; and WHEREAS, said Project Area, which has been determined to be blighted, is to be redeveloped in accordance with the Plan; and WHEREAS, the Plan provides an outline for the redevelopment of the Project Area and is sufficiently complete to satisfy the required elements set out in Section 36-51 of the Code of Virginia, 1950, as amended; and WHEREAS, the Plan provides for relocation payments pursuant to applicable law; and . WHEREAS, this Council is cognizant of the conditions that are imposed by the provisions of the Housing and Community Development Act of 1974, as amended, including those prohibiting discrimination because of race, age, color, religion, familial status, handicap, sex or national origin; and WHEREAS, in the judgment of this Council, it is in the interest of the City and its inhabitants that said Plan be approved. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That it is hereby found and determined that the Project Area is blighted pursuant to Chapter 1 of the Title 36 of the Code of Virginia, 1950, as amended (the "Act"). 2. That regarding the adoption of the Redevelopment Plan for the Centre A venue/Oak Street Redevelopment Project, it is hereby found: (a) That the objectives of the Centre Avenue/Oak Street Redevelopment Project, Portsmouth, Virginia, can be better achieved by the adoption of the Plan; and (b) That the Plan meets the requirements of a plan for a redevelopment project pursuant to the Act. .
