R-04-17 <br /> <br />A RESOLUTION APPROVING THE 2005-2009 CONSOLIDATED PLAN AND THE <br />2005 ACTION PLAN OF THE CITY OF PORTSMOUTH, VIRGINIA, AUTHORIZING <br />THE CITY MANAGER TO FILE DOCUMENTS REQUIRED TO OBTAIN THE CITY'S <br />2004 COMMUNITY PLANNING AND DEVELOPMENT GRANT ENTITLEMENTS. <br /> <br /> WHEREAS, pursuant to the Housing and Community Developmem Acl of 1974, as <br />amended, and the Cranston - Gonzalez National Affordable Housing Act of 1992, as amended, <br />("Acts"), financial assistance is provided to enable localities to provide decent housing, establish <br />and maintain suitable living environmems, and expand economic opportunities for low to <br />moderate income residents; and <br /> <br /> WHEREAS, each of the three community planning and development programs <br />(Community Development Block Grant, HOME, and the Emergency Shelter Grant) shall be <br />operated on a single consolidated program year; and <br /> <br /> WHEREAS, the required public hearing has been held and the City Council has <br />reviewed the Proposed 2005-2009 Consolidated Plan and the 2005 Action Plan's Statement of <br />Objectives and Use of Funds; and <br /> <br /> WHEREAS, it is necessary that this Council take official action regarding the 2005 <br />Action Plan (Plan) to comply with the regulations of the aforementioned Acts; and <br /> <br /> WHEREAS, this Council is aware of the federal regulations governing the undertaking <br />and carrying out of activities under the Consolidated Plan Program; and <br /> <br /> WHEREAS, this Council recognizes its responsibility to direct that safeguards be <br />established to protecl employees from using their positions for a purpose that gives the <br />appearance of being motivated by a desire for private gain for themselves or others, particularly <br />those with whom they have family, business or other ties; and <br /> <br /> WHEREAS, this Council has found that the Proposed Statement of Objectives and Use <br />of Funds for the 2005-2009 Consolidated Plan and the 2005 Action Plan are appropriate to meet <br />the needs of the City and, therefore, are acceptable. <br /> <br /> NOW THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that the 2005-2009 Consolidated Plan and the 2005 Action Plan's Proposed Statement <br />of Objectives and Use of Funds having been reviewed and considered, said plans be and hereby <br />are approved in all respects, and the City Manager is hereby authorized to file the Final Statement <br />of Objectives and Use of Funds and any additional information as may be required with the <br />Department of Housing and Urban Development in order to obtain funding for the Program. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is designated as the certifying <br />officer and authorized representative of the City of Portsmouth and shall provide assurances as <br />required of the locality by the Acts for the approval of the Program. <br /> <br /> <br />
