AN ORDINANCE TO APPROPRIATE $426,443,574 FOR THE OPERATION OF

<br /> BE IT ORDAINED by the Council of the City of Portsmouth, Virginia:

<br /> 1. That the amounts hereinafter stated be, and the same hereby are, appropriated
