Sec. 13-56. Established.

<br /> An office of the Department of Fire, Rescue and Emergency Services to be known as the fire
<br />marshal is hereby established.
<br />
<br />Sec. 13-57. Assignment of inspectors.
<br />
<br /> The Chief of the Department of Fire, Rescue and Emergency Services is hereby authorized to
<br />assign to the office of the fire marshal as chief inspector a properly qualified member of the
<br />Department of Fire, Rescue and Emergency Services, who shall, ex officio, have the rank of
<br />battalion chief or captain. This person may also be designated as the fire official. Other members
<br />of such division may be assigned as deputy fire marshal or assistant fire marshal when so
<br />authorized and provided by the city manager or the Chief of Fire Protection.

<br />Sec. 13-58. General powers, duties of fire marshal.
<br />
<br /> The fire marshal shall be under the general supervision of the chief of the Department of Fire,
<br />Rescue and Emergency Services and it shall be his/her duty to supervise and direct the work of
<br />assistant fire marshals of the bureau when authorized by the city manager and by appropriate
<br />inspections to enforce all state laws and city ordinances relating to the prevention af fires, the
<br />storage and use of explosives and inflammables, the installation and maintenance of fire
<br />extinguishing equipment, the maintenance, regulation, location and construction of fire escapes,
<br />the means and adequacy of exits in case of fire, panic or accidents from factories, apartment
<br />houses, schools, lodginghouses, asylums, hospitals, churches, halls, theaters, amphitheaters, and
<br />all other places in which a number of persons work, live or congregate from time to time for any
<br />purpose and the investigation of the cause, origin and circumstances of fires. In addition he shall
<br />have such other powers and perform such other duties incident to his office as are set forth in this
<br />division or the ordinances of the city or as may be conferred or imposed upon him from time to
<br />time by law.

<br />Sec. 13-59. Inspection, approval of facilities prerequisite to issuance of certain licenses,
<br />permits.

<br /> Before a license or a permit may be issued for the keeping, storage, use, manufacture,
<br />sale, handling, transportation or other disposition of highly inflammable materials and rubbish,
<br />crude petroleum or any of its products, gun or blasting powder, dynamite or explosives of any
<br />kind, including fireworks, fncecrackers and signaling explosives, the chief of the Department of
<br />Fire, Rescue and Emergency Services or the fire marshal shall first inspect and approve the
<br />receptacles, building or storage place to be used for such purpose before a license or permit may
<br />be issued.

<br />Sec. 13-62. Evacuation of buildings.
<br />
<br /> (a) For any emergency incident in which there is imminent danger or the actual
<br />occurrence of fire, explosion, the release of hazardous materials, radiation, chemical or
