AN ORDINANCE TO AMEND CHAPTER 2 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (1988) BY ADDING THERETO A NEW ARTICLE XXIX, CONTAINING SECTIONS 2-822, 2-823, AND 2-824, PERTAINING TO THE CRANEY ISLAND STUDY COMMISSION. BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: 1. That a new Article XXIX. containing Sections 2-822, 2-823, and 2-824, be added to Chapter 2 of the Code of the City of Portsmouth, Virginia (1988), and that said Code be accordingly reordained as follows: ARTICLE XXIX. CRANEY ISLAND STUDY COMMISSION. Section 2-822. Craney Island Study Commission; composition. There is hereby created a Commission to be known as the Craney Island Study Commission, to consist of eleven members. Eight of the members shall be residents of the City, with one of these eight being the City Manager or his designee, who shall have full power to participate and vote. Three of the members shall be residents of the City of Suffolk, as nominated by Suffolk City Council. The members of the Commission other than the City Manager or his designee shall be appointed by City Council. Of the seven Portsmouth members thus appointed by Portsmouth City Council, one shall be a member of the Portsmouth Industrial Development Authority, but only for so long as he remains a member of said Authority. Section 2-823. Terms. Other than the City Manager or his designee, the terms of office for the Commission members shall be for four years. Any vacancy shall be filled in the same manner as the person whose vacancy is being filled, and for the remainder of the unexpired term. Section 2-824. Responsibilities of Craney Island Commission. The Commission shall be charged with the responsibility of monitoring the condition, use, and future of the Craney Island Dredge Spoils Management Area, for the purpose of protecting community quality in affected areas of Portsmouth and Suffolk, and the public interest generally. To that end, it shall remain aware of all relevant activities of the United States Army Corps of Engineers, the Virginia Port Authority, the United States Navy, and other relevant commercial maritime, military interests, or other governmental interests or organizations. The Commission shall report to City Council annually, and at such other times as may be proper under the circumstances.
