R-03-31 A RESOLUTION SUPPORTING INCREASED FUNDING FOR PUBLIC TRANSPORTATION. WHEREAS, public transportation improves the quality of life in our community by providing freedom, access, mobility and choice for our citizens; and, WHEREAS, public transportation plays a vital role in our commumty as it stimulates the economy and creates jobs, reduces traffic congestion, provides access to jobs, decreases America's dependency on foreign oil, and preserves the environment; WHEREAS, public transportation provides personal mobility and freedom and increased investment is needed to provide g~ea~er uat~pm'~afiuu choices for all citizens; and, WHEREAS, record high levels of investment in public transportation in previous federal legislation is paying offfor America through mcreased ridership, enhanced local transportation decision-making and successful public private parmerships; and, WHEREAS, the public transportation industry has documented investment needs in excess of $43 billion each year;, and, WHEREAS, our regional transit systems must have adequate resources to provide safe and secure environments for riders, employees and the general public in this era of heightened security needs; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that: Section 1: That increased investment in public transportation at the state and federal level is necessary to stimulate the economy and keep America moving. Section 2: That a successful regional transportation network depends on all modes of transportation including mass transit and highways. Section 2: That Congress should grow the transit and highway funding levels in the Re- authorization of the Transportation Equity Act for the 21 sT Century.
