R-03-23 A RESOLUTION APPROVING THE 2004-2008 CONSOLIDATED PLAN AND THE 2004 ACTION PLAN OF THE CITY OF PORTSMOUTH, VIRGINIA, AUTHORIZING THE CITY MANAGER TO FILE DOCUMENTS REQUIRED TO OBTAIN THE CITY'S 2003 COMMUNITY PLANNING AND DEVELOPMENT GRANT ENTITLEMENT. WHEREAS. pursuant to the Housing and Community Development Act of 1974, as amended, and the Cranston - Gonzalez National Affordable Housing Act of 1992, as amended, (the "Acts") financial assistance is provided to enable localities to provide decent housing, establish and maintain a suitable liw_'ng environment, and expand economic oppo.,V,~ities for low to moderate income residents; and WHEREAS, each of the three community plarming and development programs (Community Development Block Grant, HOME, and the Emergency Shelter Grant) will be operated on a single consolidated program year; and WHEREAS, the required pubhc heating has been held and the City Council has revie~ved the Proposed 2004-2008 Consolidated Plan and the 2004 Action Plan's Statement of Objectives and Use of Funds; and WHEREAS, it is necessary that this Council take official action regarding the 2004 Action Plan (Plan) to comply with the regulations of the aforementioned Acts; and WHEREAS, this Council is aware of the federal regulations governing the undertaking and carrying out of activities under the Consolidated Plan Program; and WHEREAS, this Council recognizes its responsibility to direct that safeguards be established m protect employees from using their positions for a purpose that gives the appearance of being motivated by a desire for private gain for themselves or others, particularly those with whom they have family, business or other ties; and WHEREAS, this Council has found that the Proposed Statement of Objectives and Use of Funds for the 2004-2008 Consolidated Plan and the 2004 Action Plan are appropriate to meet the needs of the City and, therefore, acceptable. NOW THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, ][hat the 2004-2008 Consolidated Plan and the 2004 Action Plan's Proposed Statement of Objectives and Use of Funds having been reviewed and considered, said plans be and hereby are approved in all respects, and the City Manager is hereby authorized to file the Final Statement of Objectives and Use of Funds and any additional information as may be required with the Department of Housing and Urban Development in order to obtain funding for the Program. BE IT FURTHER RESOLVED thru the City Manager is designated as the certifying office and authorized representative of the City of Portsmouth and shall provide assurances as required of the locality by the Act for the approval of the Program.
