R-03-42 <br /> <br />A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVERT THE URBAN <br />PARK AND RECREATION RECOVERY PROGRAM (UPARR) DESIGNATION FROM <br />THE HILANDERS RECREATION CENTER (FORMERLY ACADEMY PARK <br />RECREATION CENTER) TO THE JOSEPH E. PARKER CENTER. <br /> <br /> WHEREAS, the City desires to abandon the use of its recreation facility known as <br />"Hilanders" and formerly known as "Academy Park Recreation Center", which is located on <br />McLean Street; and <br /> <br /> WHEREAS, said facility is currently restricted in perpetuity to use as a recreation <br />facility under a grant arrangement with the Nation Park Service under the Urban Parks and <br />Recreation Recovery (UPARR) Program; and <br /> <br /> WHEREAS, the City desires to convert the Joseph E. Parker Center, located on Turnpike <br />Road to the same purpose as the Hilanders and under the restriction that the Joseph E. Parker <br />Center shall be used as a recreation facility in perpetuity, thereby relieving the Hilanders facility <br />fitom all Urban Parks and Recreation Recovery Program restrictions. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that the City Manager be, and he hereby is authorized to execute such documents as <br />may be necessary to effect the conversion of the designation of Hilanders (formerly Academy <br />Park Recreation Center) to the Joseph E.
