CP-02-01 <br />CASE#: Z-02-02 <br /> <br />APPLICANT: City of Portsmouth <br /> <br />STAFF COODINATOR: Jocelyn Terry Adumuah <br /> <br />RECOMMENDATION: APPROVAL of the Comprehensive Plan Amendments and <br /> the Rezoning Requests <br /> <br />REASONS FOR RECOMMENDATION: <br /> <br /> I. The proposed residential development would enhance <br /> the existing golf course and residential area. <br /> <br /> 2. The amendment provides recommendations on the <br /> development of the Victory Crossing Business Park. <br /> <br /> 3 The proposed rezoning allows the expansion of Victory <br /> Crossing Business Park <br /> <br /> 4. The former Academy Park/Fairwood Homes residential <br /> development was constructed as temporary housing. <br /> Forty (40) years later, the dilapidated and poorly <br /> maintained structures are still standing. <br /> <br /> 5. The clearing of the site and redevelopment of the <br /> property is recommended by the Comprehensive Plan. <br /> <br /> 6. The proposed Restricted Industrial Zoning on the <br /> Business Park site gives the City and abutting property <br /> owners' input into how the site is developed to ensure <br /> quality development. <br /> <br /> 7. This proposal is intended to create a new mixed use <br /> development incorporating residential, retail, office and <br /> industrial uses that are compatible with each other and <br /> the surrounding area. <br /> <br /> 8. Redevelopment of the site gives the City and property <br /> owners the opportunity to demolish substandard <br /> structures and design a neighborhood that would <br /> include many of the amenities that the Fairwood Homes <br /> project lack such as. passive and active recreation, <br /> landscaping, sidewalks, bicycle paths and drainage <br /> management. <br /> <br /> 9. The approval of this proposal will give the City the <br /> opportunity to improve its overall fiscal strength <br /> through quality redevelopment of this area. <br /> <br /> 1 <br /> <br /> <br />
