R-02-23 <br /> <br />A RESOLUTION APPROVING THE 2003 ACTION PLAN OF THE CITY OF <br />PORTSMOUTlt, VIRGINIA, AUTHORIZING THE CITY MANAGER TO FILE <br />DOCUMENTS REQUIRED TO OBTAIN TltE CITY'S 2002 COMMUNITY PLANNING <br />AND DEVELOPMENT GRANT ENTITLEMENT. <br /> <br /> WHEREAS, pursuant to the Housing and Community Development Act of 1974, as <br />amended (Act), and the Cranston - Gonzalez National Affordable Housing Act of 1992, as <br />amended, (Act) financial assistance is provided to enable localities to provide decent housing, <br />establish and maintain a suitable living environment, and expand economic opportunities for Iow <br />to moderate income residents; and <br /> <br /> WHEREAS, each of the three commuuity planning and development programs <br />(Community Development Block Grant, Home, and the Emergency Shelter Grant) shall be <br />operated on a single consolidated program year; and <br /> <br /> WHEREAS, the required public hearing has been held and the City Council has <br />reviewed the Proposed 2003 Action Plan's Statement of Objectives and Use of funds; and <br /> <br /> WHEREAS, it is necessary that this Council take official action regarding the 2003 <br />Action Plan (Plan) to comply with the regulations of the aforementioned Acts; and <br /> <br /> WHEREAS, this Council is aware of the federal regulations governing the undertaking <br />and carrying out of activities under the Consolidated Plan Program; and <br /> <br /> WHEREAS, this Council recognizes its responsibility to direct that safeguards be <br />established to protect employees from using their position for a purpose that gives the appearance <br />of being motivated by a desire for private gain for themselves or others, particularly those with <br />whom they have family, business or other ties: and <br /> <br /> WHEREAS, this Council has found said 2003 Action Plan's Proposed Statemem of <br />Objectives and Use of Funds appropriate to meet the needs of the City and, therefore, acceptable. <br /> <br /> NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that the 2003 Action Plan's Proposed Statement of Objectives and Use of Funds having <br />been reviewed and considered, said plans be and hereby are approved in all respects, and the City <br />Manager is hereby authorized to file the Final Statement of Objectives and Use of Funds and any <br />additional information as may be required with the Department of Housing and Urban <br />Development in order to obtain funding for the Program. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is designated as the certifying <br />office and authorized representative of the City of Portsmouth and shall provide assurances as <br />required of the locality by the Act for the approval of the Program. <br /> <br /> ADOPTED by the Council of the City of Portsmouth, Virginia, at a meeting held on <br />April 9, 2002. <br /> Teste: <br /> <br /> City Clerk <br /> <br /> <br />
