R-02-15 <br /> <br />A RESOLUTION APPROVING AND ADOPTING AN AMENDMENT TO THE <br />COMPREHENSIVE PLAN FOR THE CITY OF PORTSMOUTH. (CP-02-01) <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia has adopted a <br />Comprehensive Plan, (CP-89-1), for the physical development of the territory within the <br />City; and <br /> <br /> WHEREAS, the Planning Commission, after notice and pubhc hearing, as <br />required by Chapter 22 of Title 15.2 of the Code of Virginia, 1950, as amended, has <br />recommended that: <br /> <br /> 1. Chapter 4 of the Comprehensive Plan and Exhibit 4-7 (General Land Use <br /> Plan Map) contained therein be amended to adjust and modify the pattern of <br /> allowed land uses in the general vicinity of Victory Crossing as shown on Exhibit <br /> A, attached hereto and made a part hereof. <br /> <br /> 2. Chapter 7 of the Comprehensive Plan (Park and Open Space) is amended <br /> to show a thirty-five (35) foot wide landscaping buffer along the eastern side of <br /> the right-of-way of Victory Boulevard between Cavalier Boulevard and <br /> Greenwood Drive. <br /> <br /> 3. Chapter 7 of the Comprehensive Plan, entitled "Image and Open <br /> Space," be amended by adding the following language at the conclusion <br /> thereof: <br /> <br /> Truck access through Main Street to Portsmouth Boulevard <br /> should be discouraged and a land use study and traffic <br /> analysis should be completed to determine the impacts of <br /> the Business Park on the adjoining residential areas. <br /> Appropriate upgrades to this portion of the transportation <br /> network should be incorporated as development warrants. <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia has held a <br />public hearing with notice as required by law, and has considered the proposed <br />amendment to the Comprehensive Plan. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the Comprehensive Plan of the City of Portsmouth, Virginia, <br />designated CP-89-1 be and hereby is amended as recommended by the Planning <br />Commission and set out above. <br /> <br /> <br />
