AN ORDINANCE TO AMEND SECTION 30-31 OF THE CODE OF THE CITY OF PORTS~Ob~i"H~ 1951, REI~TING TO SPEED LIMITS AND O~ER DRIVING REGULATIONS, SO AS TO C05~iNS~E IN EFFECT THE P!FEEN MILES AN HOUR SPEED LIMIT IN SCHOOL ZONES. Be it ordained by the Council of the City of Portsmouth~ Virginia, that the Code of the City of Portsmouth, 1951, be amended by amending and re-ordaini~-g Section 30-31 thereof, to read as follows: Section 30-31. Speed limits and other driviD~ regulations. Any person who shall: (1) Drive any vehicle upon a street in this City at such speed as un- necessarily to block, hinder, or retard the orderly and safe use of the street or so as to cause congestion on the street. (2) Drive upon any street of this City any motor vehicle ~t a speed in (a) Fifteen miles an hour between portable, signs or fixed blink- ing signs placed in the street bearing the word 'school' which word shall indicat* tP~t school children are present in the immediate vicinity. It shall be the duty of the principal or chief administrative officer of each school or some responsible person designated by the school board to place such portable signs in the street at the limits of the school ~roperty and remove such signs when their presence is no lon~er required. Such portable or fixed blinking signs shall be placed in a position plainly visible to vehicular traffic approaching from either direction~ but shall mot be placed so as ~o obstruct the roadway. Such portable signs shall be in position for thirty minutes precedin~ regular school hours and for thirty minutes thereafter and during such other times as the presence of children on such school proper~y reasonably requires a special warning to motorists° Each such portable or fixed blinking sign shall have conspicuously posted thereon the aforesaid decreased speed limit° (b) Twenty-five miles an hour in a business district~ (c) Twenty-five miles an hour in s residential district; (d) Such speed as m~y be determined as follows: (i) ~ne City M~nager may increase or decrease the speed in business districts and residential districts~ provided the areas or points are clearly indicated by mmrkers or signs and such speed shall be based upon a~ engineering and traffic investigation~ or (ii) suc5 speed as shall be fixed by the City ~na~er for congested areas or curves~ right angle ~urns or other dangerous points on the streets~ when such areas or points are clearlF indicated by ma~kers or signs and such speed shall be based upon an engineer~ ~ng and traffic investigation. (3) Drive to the left of the center of a street except upon one-way streets,
