AN ORDINANCE TO AMEND SECTION 30-31 OF THE CODE OF THE CITY OF <br />PORTS~Ob~i"H~ 1951, REI~TING TO SPEED LIMITS AND O~ER DRIVING <br />REGULATIONS, SO AS TO C05~iNS~E IN EFFECT THE P!FEEN MILES AN <br />HOUR SPEED LIMIT IN SCHOOL ZONES. <br /> <br />Be it ordained by the Council of the City of Portsmouth~ Virginia, that <br /> <br />the Code of the City of Portsmouth, 1951, be amended by amending and re-ordaini~-g <br /> <br />Section 30-31 thereof, to read as follows: <br /> <br />Section 30-31. Speed limits and other driviD~ regulations. <br /> <br />Any person who shall: <br /> <br /> (1) Drive any vehicle upon a street in this City at such speed as un- <br />necessarily to block, hinder, or retard the orderly and safe use of the street or <br />so as to cause congestion on the street. <br /> <br />(2) Drive upon any street of this City any motor vehicle ~t a speed in <br /> <br /> (a) Fifteen miles an hour between portable, signs or fixed blink- <br />ing signs placed in the street bearing the word 'school' which word shall indicat* <br />tP~t school children are present in the immediate vicinity. It shall be the duty <br />of the principal or chief administrative officer of each school or some responsible <br />person designated by the school board to place such portable signs in the street <br />at the limits of the school ~roperty and remove such signs when their presence is <br />no lon~er required. Such portable or fixed blinking signs shall be placed in a <br />position plainly visible to vehicular traffic approaching from either direction~ but <br />shall mot be placed so as ~o obstruct the roadway. Such portable signs shall be in <br />position for thirty minutes precedin~ regular school hours and for thirty minutes <br />thereafter and during such other times as the presence of children on such school <br />proper~y reasonably requires a special warning to motorists° Each such portable or <br />fixed blinking sign shall have conspicuously posted thereon the aforesaid decreased <br />speed limit° <br /> <br />(b) Twenty-five miles an hour in a business district~ <br /> <br />(c) Twenty-five miles an hour in s residential district; <br /> <br /> (d) Such speed as m~y be determined as follows: (i) ~ne City <br />M~nager may increase or decrease the speed in business districts and residential <br />districts~ provided the areas or points are clearly indicated by mmrkers or signs <br />and such speed shall be based upon a~ engineering and traffic investigation~ or (ii) <br />suc5 speed as shall be fixed by the City ~na~er for congested areas or curves~ right <br />angle ~urns or other dangerous points on the streets~ when such areas or points are <br />clearlF indicated by ma~kers or signs and such speed shall be based upon an engineer~ <br />~ng and traffic investigation. <br /> <br /> (3) Drive to the left of the center of a street except upon one-way streets, <br /> <br /> <br />
