(c) Dil~ctor of fir~nceo The wo~ds "director of finance" shall meau and elude ~e di~r o~ finance of ~e c~ty ~ ~e~ ~r~ duly ~ho~ized by him to serve as his (d) Package° The word "package~ shall mean and include every package, bo~, can or other c~ntainex cf any clgarette~, irrespective of the material fr~m which such comtain~ is made, in or from which retail sales of cigarettes are normally made or intended to be made. (e) ,l~rchamero The word "purclmaer" shall mean and include every person to whom the title to any cigarettes is t~fe~ by a seller with~ ~e cor~te limits (f) ~ale° The word "sate" shall mean and include every act or transietion, irrespective of the method or means omployed, including the mae ol vending machines and other mechanical devices, whereby title to any cigarettes ~hall be transferred from the seller, as h~rein defined, to any other pers~ within the corl~rate limits o~ the city, l~t sh~ll not include ony s~ch act or transaction the taxatio~ whereof by the city is preelm~ed or l~Ohibited under the constitmti~ or the general Iaw~ of the state.
