to any person unless and until such person shall exhibit with such officer his tax receipt or certificate signed by the City Treasurer setting forth that the personal propertF taxes assessed or assessable by the city against such person for the preced- ing tax year have been paid. ~e requirements of this section shall be in addition To the requirements of the existing law, but shall not be applicable to any person who, under the laws of the state~ was not legally assessable with personal property for the preceding tax year.
