Be it ordained b~ the Council of the City of Portsmouth, Virginia: Section 1: That Chapter 8 of the Code of the City of PortsmolAth~ Virginia, 1951~ e~nended by the adoption, in lieu of Sections 8-1 through 8-46, inclusive, as presently worded, of 8entions 8-1ol thro%l~h 8-1.54, to read as follows: Chapter 8. Finance and Tax~tion. Article I o Director of Finance. Sec. 8-1.1o Department of Finance. There shall be a department of the city government known and deSignated ms the Department of Finance, which shall include the functions of budgeting, accounting and control, ~nd such other functions as m~y be provided by ordinance or by order of the City Sec. 8-1.2. Director of Finance. The City Nanager shall be the Director of Finance° Sec. 8-1.3. Assistant Director of Finance° The Director of Finance may desigmate as Assistant Director of Finance the per- son holdinE the position of City Auditor, and in such event, such person shall form the duti'es of both offices. Sec. 8-1 o4. D~ties ~ The Director Of Finance shall have authority and shall be responsible for the Department of Fins~u~e in order to discSarge the following functions: (a) Compile the current expense estimates for the budget and appropriation ordinances for the City (B) Compile the capital estimates for the budget and appropriation ~rdinances for the City ~nager.
