-2- <br /> <br /> Section 2. (a) The appropriations hereby made, except those for in- <br />terest and schools, shall be made available on the approval of the City Manager, <br />who shall report to the City Council at its first regular meeting in each month <br />in detail all expenditures made for the preceding month and all funds, as far <br />as practicable, shall be expended in equal amounts each month. <br /> <br /> (b) The appropriations for interest shall be made available <br />as same may become due. <br /> <br /> (e) The City Manager is hereby authorized a~ any time during <br />the fiscal year to transfer funds in the aggre=~ate not to exceed $10,000.00 from <br />one department ~o another department, or from unappropriated surplus to one or <br />more departments. <br /> <br /> (d) The City Manager is hereby authorized at any time during <br />the fiscal year to effect any consolidation of offices, or make other changes <br />he may deem to be in the interest of the City, provided there is no increase <br />in expense. <br /> <br /> Section 3~ The City Auditor is hereby authorized to transfer funds for <br />the purpose of equalization, from any fund in one authorized bank to the same <br />fund in another authorized bank, provided the transfer cheek is countersigned <br />by the City Treasurer. <br /> <br /> Section 4. Monies paid to the retired school teachers shall be termed <br />as gratuity and only as a temporary measure. If the State of Virginia takes <br />over this responsibility, this gratuity will cease. <br /> <br /> Section 5. This ordinance being necessary for the preservation of the <br />public health, morals and safety, an emergency is declared to exist and it shall <br />take effect July 1, 1960. <br /> <br />Teste: <br /> <br /> City Clerk <br /> <br /> <br />
