-2- <br /> <br /> Section 2. (a) The appropriation~ hereby made, except those for in- <br />terest and schools, sh~ll be ma~e available on the approval of the City Manager, <br />who shall report to the City Council at its first regular meeting in each month <br />in detail all expendi~res ma~e for the preceding month and all funds, as far <br />as practicable, shall ~e expended in e~ual amounts each month. <br /> <br /> (b) The appropriations for interest shall be made available <br />as s~me may become <br /> <br /> (c) The Oity Mar~er is hereby authorized a~ any time durinE <br />the fiscal year to transfer funds in the aggregate not to exceed $10,000.00 from <br />one department ~e another department, or from unappropriated surplus to one or <br />more departments. <br /> <br /> (d) The City Manager is hereby authorized at any time during <br />the fiscal year to effect any consolidation of offices, or make other changes <br />he may deem to be in the interest of the City, provided tkere is no increase <br />in expense. <br /> <br /> Section S. The City Auditor is hereby authorized to transfer £unds for <br />~the purpose of equalization, from any fund in one authorized band to the same <br />fund in an~.~r a~thorized ~nk, provided the transfer check is c~uter~iEned <br />by the Ci6y ~easurero <br /> <br /> Section 4. Monies ~aid to the retired school teachers shall be termed <br />as gratuity and only as a temporary measure. If the State of Virginia takes <br />over this responsibility, this gratuity will cease. <br /> <br /> Section 5.
