from any other source for the purpose of public education. Separate accounts <br />shall be kept by the said board o£ the moneys appropriated by the council, <br />and moneys received from other sources, and every such statement shall show <br />the balance of each class of funds on hand or under control of said board as <br />of the date thereof. <br /> <br /> The said school b~s~'d shall prepare and submit to the city manager~ <br />at the time requested By him, for his information in makin~ up the budget s <br />detailed est~w~te of the amount of money required for the conduct of the public <br />schools of the city for the ensuing fiscal year, with an estimate of the amount <br />of all f~_r~ds which will probably be received by said board for the purpose of <br />public education from sources other than appropriation by the council. <br /> <br /> No money shall he paid out or become available to be paid out for any <br />contemplated expenditure unless and until there has first been made an appro- <br />priation for such contemplated expenditure~ by the council. <br /> <br /> Should any moneys, other than capital items, derived from sources other <br />than State funds be unexpended in any year and thus become available for use <br />the next year tx~rsuant to § ~2-138 of the Code of Virginias the council may pro- <br />vide in the budget that the city's share of the appropriation for the next en- <br />suing year shall be decreased in a like amount. <br /> <br />(New <br /> <br />C~apter IV, Section 53-b. Clerks of Court. <br /> <br /> Notwithstanding any provision of general law, the clerks of the courts <br /> <br />of record of the city shall each be paid a salary as provided Dy law, which <br />salary shall be in full compensation for services and shall he in lieu of the <br />retention by such clerk of any and all officia! fees and com~issions of what- <br />ever kind or character, and from whatever source derived; and the council shall <br />provide for the payment of such salary out o£ the treasury of the city° The <br />expenses of office of such clerk, including o~mpensation of deputies and employees, <br />shall be likewise paid out of the treasury of the city on duly authenticated <br />vouchers, when and as such expenses are incurred, or may become due and payable. <br />The maximum amount of such expenses shall be fixed by the State Compensation Board, <br />and the Board shall £ix the number and compensation of the deputies and employees <br />of each such officer° <br /> <br /> Ail fees and commissions of every kind or character received or collected <br />by such clerk, and from whatever source derived, shall be paid into the treasury <br />of the city act less than once each month° All fees and commissions of every <br />kind and character, whether payable by the State, the United States, or by pri- <br />vate persons, firms or corporations, now or hereafter receivable by laws or <br />ordinance by such clerk, shall continue to be paid to and collected by him~ and <br />shall be paid into the treasury of the city~ except that the city shall not be <br />required to pay any such clerk any fees or commissions for services performed <br />for such city° <br /> <br />-3- <br /> <br /> <br />
