(C) All ~hicles without motive power, used or designed to housed as mobile homes or offices or for ~ther means of habitation by any person are hereby declared to be a separate class of tangible personal proper~y, the ts~x on which shall be Two Dollars and~eventy-five Cents ($2°?$) on each one hundred dollars assessed valuation thereof ~ (3) The tax on machinery and tools for the City of Portsmouth, Virginia, shall be 0ms Dollar ($!~00) on e~ch one hundred dollars of assessed valuation ~J/ereofo Classification of Machinery and Tools: This shall mean only machinery and tools used in a manu£acturinE or minin~ business. (4) The anmual taxes on real estate shall be paid in four equal install- merits: the first installment for the year 1961 shall be paid on or before March 31~ 196t~ the second installment for the year 1961 shall be paid on or before June 30~ 1961~ the third installment for the year 1961 shall be paid on or before September 307 1961, and the fourth installment for the year 1961 shall be paid on or before December 5~ 19~1o In the event any installment o£ ~axes on real estate is not paid on or before the time the same is due and payable there shall be added thereto a penalty of five per cent of the amount of s~ch unpaid installment, and such ~n- stallment shall bear interest of one-hat~ of one percent per month, or fraction thereo£~ from the date the same is due and payable until paid. Should any installment of taxes on real esZate be not paid before the property is advertised or posted as delinquent, an expense charge of twenty-five cents for each installment on e~ch parcel assessed shall De collected ~ (S) Any person failing to pay the taxes on ~an~ihle personal proper~y and machinery imposed by this ordinance on or before December 8, l~61, shall incur a penalty of five per cent on the amount of said taxes. Should said taxes not be paid by December ~2 10~1~ interest at the rate of six per cent per annum from that date until paid shall likewise be added.
