The city engineer, upon receipt of the application <br />in due form, and the bond approved by the city manager~ <br />shall make up a statement of the charges to be paid <br />by the applicant to the city in accordance with the <br />schedule of charges°set forth in section 31-36 of this <br />chapter. !f, in the opinion of the city manager the <br />· proposed installation is a necessary and proper <br />- use of the city street and all proper and reasonable <br />' requirements to assure future maintenance are <br /> satisfied, he shall cause the city engineer to <br /> issue the permit upon payment' of such charges. If <br /> the city manager shall fail to approve any such <br /> ,lication the aggrieved party may appeal to the <br /> city council, and the decision of city council shall <br /> be final. [Ordinanc~ No. 1961-8, 8-29-61.) <br /> <br />Sec. 37-8. Washington Ward. <br /> <br /> ~e boundaries of Washington Ward Shall be as <br /> follows: <br /> Beginning at the intersection of the eastern line <br />of the right of way of the Norfolk and Portsmouth Belt <br />Line Railroad Company with :he northern line of the <br />property of the Seaboard Air Line Railroad Company, <br />and running thence northerly along the eastern line <br />of the property of the Norfolk and PortSmouth Belt <br />Line Railroad to the center line of Commerce Street <br />as shown on the plat of Port Norfolk projected east <br />in a straight tine across said railroad property, <br />thence easterly aIong the center tine of Commerce <br />Street, projected, to the center of the channel of <br />a branch of Scott's Creek, thence northerly and <br />easterly along the chnnneI of the branch of said creek <br />and of Scott's Creek following the lines of Monroe. <br />and ~arshall ~ards into the Elizabeth River to the <br />boundary line of the city, thence northwardly and <br />westerly along the boundary line of th~ city to a <br />point on the east rmrgina! !ine.ofHamxlton Avenue <br />projected north ina thenhe soutl~erl)' <br /> <br /> <br />
