Se~. 10-49,1. <br /> <br />Assessment of new buildings and <br />abatement of levies on buildings <br />razed, destroyed, or damaged. <br /> <br /> Notwithstanding any other provision of this <br /> article, all new buildings substantially completed <br /> and fit for use, occupancy and enjoyment shall be <br /> assessed in accordance with the provisions of <br /> Section 58-811.1 of the Code of Virginia, as of <br /> the first day of each quarter year. Likewise, levies <br /> on buildings which are razed .or destroyed or damaged <br /> by a fortuitous happening beyond the control of the <br /> owner shall be abated in accordance with the <br />~ provisions of Section S8-811.2 of the Code of <br /> Virginia, as of the first day of each quarter year. <br /> {Ordinance No. 1962-6, 2-13-62,} <br /> <br />ARTICLE III, Service Charges. <br /> <br />Sec. 15-18. Definitions. <br /> <br /> For the purposes of this article, the f~llowing <br />· 'ters shall have the meaning glven herein. <br /> <br /> (a) "Garbage" is putrescible animal and vegetable <br />wastes ~esulting from the handling, preparation, <br />cooking, and consumption of food. <br /> <br /> (b) "Refuse" is ali putrescible and nonputrescible <br />solid wastes (except body wastes), including garbage~ <br />rubbish, esheB, street cleanings, dead animals, and <br />solid market and industrial wastes. <br /> <br /> (c) "Business and industrial establishments" <br />are premises wherein: <br /> <br /> {1) there is carried on any business, profession <br />or occupation subject to the License Tax Ordinance of <br />the City of Portsmouth, except such premises as are <br />regularly occupied by no more than two businesses, <br />professions or occupations which do not have a stock <br />of goods on hand, do not render personal services, <br /> <br /> <br />
