(a) The appropriations hereby made, except those for interest and education and scholarships, shall be made available on the approyal of the City Manager, who shall report to the City Council at its first regular meeting in each month in detail all expenditures made-for the preceding month and all funds, as far as practicable, shall be expended in equal amounts each month. {b) The appropriations for interest shall be made available as same may become due. (c) The City M~nager is hereby authorized at any time during the fiscal year %0 transfer funds in the aggregate not to exceed $10,000.00 from one department to another department, or from the unappropriated balance for contingencies ~o one or more departments. (d) The City Manager is hereby authorized at any time during the fiscal year to effect any consolidation of offices, or make other chan~es he may deem to be in the interest of the City, provided there is no increase in expense. Section 5. The City Auditor is hereby authorized to transfer funds for the purpose of equalization, from any fund in one authorized bank to the same fund in another authorized bank, provided the transfer check is countersigned by the City Treasurer. Section 4..Monies paid to the retired school teachers shall be termed as gratuity and only as a temporary measure. If the State of Virginia takes over this responsibility, this gratuity Will cease.
