area and has heretofore determzned that the area is a slum, blighted <br />and deteriorating area and ~s detrimental and a menace to the safety~ <br />nealth~ and welfare of the inhabitants mhd users thereof ~nd of the <br />Locality at large, because of dilapidation, obsolescence~ overcrowding, <br />faulty arrangement of design~ !ack of ventilation, light, and sanitary <br />facitities~ excessive l~nd coverage~ deliterious land uses~ or obsolete <br />iayout~ or s combination of these or other factors and the me~;oers of <br />this Governing Body have been fully appraised by the Local Public <br />Agency, and are aware of these facts and conditions; and <br /> <br /> WHEREAS, there has heretofore been prepared and referred to the <br />City Council of the Locality (herein called the "Governing Body") for <br />review and approval a Redevelep~nt Plan as amended by Amendments No. <br />1 and 2 dated November 6, 1962, and l~cember 18, 19fi2~ respectively; <br />and <br /> <br /> ~{BREAS, said ~devetopment Plan has been approved by the Governing <br />Body of the Local Public Agency, as evidenced by a copy of said Body's <br />duly certified resolution approving said Redevelopment Plan; and <br /> <br /> WHEREJ£, a general plan has been prepared and is recognized and <br />used as a guide for the general development of the Locality as a whote% <br /> <br /> WHE~LEAS, said Redevelopment Plan for the Projec~ area prescribes <br />certain land uses for the Project area and wilt require~ among other <br />things, zoning changes, the vacating and removal of streets, alieys~ and <br />other public rights-of-way, the establishment of new street patterns~ <br />the location and relocation of sewer and water mains and other public <br />facilities; and <br /> <br /> ~tEREAS, the Local Public Agency has caused to be made a competent <br />independent analysis of the local supply of hotel and other transient <br />housing; and <br /> <br /> WHEREAS, it is necessary that the Governing Body take appropriate <br />official action respecting the proposals for said Redevelopment Plan <br />for the Project in conformity with the contract for financial assistance <br />between the Local P~lic Agency and the United States of America acting <br />by ~nd through the Housing and Home Finance Administrator: <br /> <br /> ~EREAS~ the Governing Body is cognizant of the conditions that are <br />imoosed in the undertaking and carrying out of redevelopment projects <br />wi~h Federal financial assistance under Title !~ including those prohibiting <br />discrimination because of race~ color, creed, or national origin: <br /> <br /> <br />
