area and has heretofore determzned that the area is a slum, blighted and deteriorating area and ~s detrimental and a menace to the safety~ nealth~ and welfare of the inhabitants mhd users thereof ~nd of the Locality at large, because of dilapidation, obsolescence~ overcrowding, faulty arrangement of design~ !ack of ventilation, light, and sanitary facitities~ excessive l~nd coverage~ deliterious land uses~ or obsolete iayout~ or s combination of these or other factors and the me~;oers of this Governing Body have been fully appraised by the Local Public Agency, and are aware of these facts and conditions; and WHEREAS, there has heretofore been prepared and referred to the City Council of the Locality (herein called the "Governing Body") for review and approval a Redevelep~nt Plan as amended by Amendments No. 1 and 2 dated November 6, 1962, and l~cember 18, 19fi2~ respectively; and ~{BREAS, said ~devetopment Plan has been approved by the Governing Body of the Local Public Agency, as evidenced by a copy of said Body's duly certified resolution approving said Redevelopment Plan; and WHEREJ£, a general plan has been prepared and is recognized and used as a guide for the general development of the Locality as a whote% WHE~LEAS, said Redevelopment Plan for the Projec~ area prescribes certain land uses for the Project area and wilt require~ among other things, zoning changes, the vacating and removal of streets, alieys~ and other public rights-of-way, the establishment of new street patterns~ the location and relocation of sewer and water mains and other public facilities; and ~tEREAS, the Local Public Agency has caused to be made a competent independent analysis of the local supply of hotel and other transient housing; and WHEREAS, it is necessary that the Governing Body take appropriate official action respecting the proposals for said Redevelopment Plan for the Project in conformity with the contract for financial assistance between the Local P~lic Agency and the United States of America acting by ~nd through the Housing and Home Finance Administrator: ~EREAS~ the Governing Body is cognizant of the conditions that are imoosed in the undertaking and carrying out of redevelopment projects wi~h Federal financial assistance under Title !~ including those prohibiting discrimination because of race~ color, creed, or national origin:
