registration for each place of business within the City. A certi- <br />ficate of registration is not assignable and in valid only for~he <br />person in whose name it is issued and for the transaction of busi- <br />ness at the place designated therein. It shall at all times be <br />conspicuously displayed at the place for which issued. <br /> <br /> A seller whose certificate of registration has been previously <br />suspended or revoked, shall pay the Treasurer a fee of One ($1.00) <br />Dollar for the renewal or issuance of a certificate of registration. <br /> <br /> Whenever any person fails to comply with any provision of this <br />Ordinance or any rule or regulation of the City Council relating <br />thereto the Commissioner, upon hearing after giving the person ten <br />days' notice in writing specifying the time and place of hearing <br />and requiring him to show cause why his certificate of registration <br />should not be revoked, may revoke or suspend any one or more of the <br />certificates of registration held by the person. The notice may be <br />served personally or by certified mail direc}ed to the last known <br />address.of the person. <br /> <br /> Any person who engages in business as a seller in this City <br />without a certificate of registration after a certificate of regis- <br />tration has been suspended or revoked, and each officer of any <br />corporation which so engages in business shall be guilty of a mis- <br />demeanor and punishable as provided in Section 11 (g). <br /> <br /> Section 18: - The collection of the taxes imposed and levied <br />by this Ordinance shall commence at 12:01 A.M. o'clock, Jufie 1, <br />1965, and no tax shall be due, payable, or collected and no person <br />or dealer 'shall be required to do or perform any act or thing pur- <br />suant to the provisions of this Ordinance prior thereto. <br /> <br /> Section 19: - That the provisions of this Ordinance are hereby <br />declgred to be severable. If any part, section, provision, excep- <br />tioB, sentence, clause, phrase, or the application thereof to any <br />person or circumstance for any reason be adjudged to be invalid, <br />th~ remainder of the Ordinance shall remain in full force and effect <br />and its.validity shall not be impaired, it being the legislative in- <br />tent now hereby declared that this Ordinance would have been adopted <br />even if.such invalid matter had not been included therein, or if <br />such application had not been made. <br /> <br /> Adopted by the Council of the City of Portsmouth, Virginia, at <br />a meeting held April 27, 1965. <br /> <br /> Teste: <br /> <br />City Clerk <br /> <br />17- <br /> <br /> <br />
