registration for each place of business within the City. A certi- ficate of registration is not assignable and in valid only for~he person in whose name it is issued and for the transaction of busi- ness at the place designated therein. It shall at all times be conspicuously displayed at the place for which issued. A seller whose certificate of registration has been previously suspended or revoked, shall pay the Treasurer a fee of One ($1.00) Dollar for the renewal or issuance of a certificate of registration. Whenever any person fails to comply with any provision of this Ordinance or any rule or regulation of the City Council relating thereto the Commissioner, upon hearing after giving the person ten days' notice in writing specifying the time and place of hearing and requiring him to show cause why his certificate of registration should not be revoked, may revoke or suspend any one or more of the certificates of registration held by the person. The notice may be served personally or by certified mail direc}ed to the last known address.of the person. Any person who engages in business as a seller in this City without a certificate of registration after a certificate of regis- tration has been suspended or revoked, and each officer of any corporation which so engages in business shall be guilty of a mis- demeanor and punishable as provided in Section 11 (g). Section 18: - The collection of the taxes imposed and levied by this Ordinance shall commence at 12:01 A.M. o'clock, Jufie 1, 1965, and no tax shall be due, payable, or collected and no person or dealer 'shall be required to do or perform any act or thing pur- suant to the provisions of this Ordinance prior thereto. Section 19: - That the provisions of this Ordinance are hereby declgred to be severable. If any part, section, provision, excep- tioB, sentence, clause, phrase, or the application thereof to any person or circumstance for any reason be adjudged to be invalid, th~ remainder of the Ordinance shall remain in full force and effect and its.validity shall not be impaired, it being the legislative in- tent now hereby declared that this Ordinance would have been adopted even if.such invalid matter had not been included therein, or if such application had not been made.
