Issuance and fee; refusal. <br /> <br /> If the City M~nager is satisfied that <br />the applicant is of the age of twenty-one yes.rs <br />or more, in good health and with good eyesight, <br />not b~%vir~ any physical or mental J~nfirm_ity, <br />no~ addicted to the use Of intoxicating liquors <br />or drugs, morally fit and having knowledge of <br />the traffic laws of the State and city, the <br />City ~b/~r n~y, upon the payment of a fee of <br />five dollars, issue ~o a~plicant a taxicab driv- <br />er's permit.
