Section 3: The City \~torhey be and he is hereby directed to <br />present to one of the Lourts of zne Cit~ l~aving jurisdiction, or to the Judge <br />thereof in vacation, a, duly certified copy of this ordinance and to take such <br />steps as may be necessary and proper to cause to be submitted to the qualified <br />voters of the City the question of whether the,bonds provided for in this <br />ordinance shall be issued. <br /> <br /> Section 4: This ordinance being necessary for the p~eservation <br />of the public morals, health and safety, an emergency is declared to exist <br />and it shall take effect from and after its passage. <br /> <br /> Adopted by the Council ofthe City of Portsmouth, Virginia, at a <br />meeting held on September 28, 196S, <br /> <br />· Teste: <br /> <br />City Clerk <br /> <br /> <br />
