(a) The appropriations hereby made, except those for interest and education and scholarships, shall be made available on the approval of the City Manager, who shall report to the City Council at its first regular meeting in each month in detail all expenditures rode for the preceding month and aL1 funds, as far as practicable, shall be expended in equal amounts each month. (b) The appropriations for interest shail be made available as same may become due. (c) The City Manager is hereby authorized at ar~ time during the fiscal year to transfer funds in the aggregate not to exceed $10,000.00 frcm one department to another department, or from the unappropriated balance for contingencies to one or more departments. (d) The City Manager is hereby authorized at any time during the fiscal year to effect any consolidation of offices, or make other changes he m~ deem to be in the'interest of the City, provided there is no increase in expense. Section 3. The City Auditor is hereby authorized to transfer funds for the purpose of equalization, ~ ar~v fund in one authorized bank to the same fl~ud in another authorized bank, provided the transfer check is coun~erai~ned by the City Section 4. Monies paid to the retired school teachers shall be termed as g~at~ity and only as a temporary m~asure. If the State of Virginia takes over this reaponsibility~ this gratuity will cease.
