Sec. 4-66. Hig~aer standard to prevail in case of conflict with other <br /> ordinances or laws. <br /> <br /> In any case where the provisions of tluis article impose a higher standard <br />than that set forth in any other ordinsnce or law, then the standards as set <br />forth herein shall prevail, but if the provisions of this article impose a <br />lower star~d~rd thau any other ordinsnce or law, than the higher standard con- <br />tained in such other ordinance or law shall prevail. <br /> <br />Sec. 4-67. Enforcement of and compliance with other ordinances. <br /> <br /> No license or permit or other certification of compliance with this <br />article shall constitute a defense zo s-ny violation of any other ordinance of <br />the city applicable to any s~ruc~ure or premises, nor shall a~ provision herein <br />relieve ar~f owner, operator or occupant from complying with any such other <br />prevision, nor ar~ official of the city fr6m enforcing any such other provision. <br /> <br />Sec. 4-68. Responsibilities of owner, opera, or and occupant independent <br /> of eacln other. <br /> <br /> (a) Owners and operators shall have all the duties sand responsibilities-as <br />prescribed in ~ection 4-69 and the regulations promulgated pursuanz thereto, and <br />no owner or operator shall be relieved frmm any such duty and responsibility nor <br />be entitled vo defend against any charge of violation thereof by reason of the <br />fact that the occups~uv is also responsible therefor s-nd in violation thereof. <br /> <br /> (b) Occupants shall have all the duties and responsibilities as prescribed <br />in section 4-70 and all the regulations promulgated pursus-n~ thereto, and the <br />occupan~ shall not. be relieved from ar~ such duty ~ud responsibility nor be <br />entitled to defend agains~ shy charge of violation thereof by reason of the fact <br />that the owner or opera, or is also responsible therefor and in violation thereof. <br /> <br /> (c) Unless expressly provided to the con, ratty in this article, the <br />respective obligations and respor~sibilities of the owuaer and operasor on one <br />h~d~ ~nd the occupant on the other, shall noz be altered or affected by s-ny <br />agreemen~ or contract by and between any of the aforesaid or between them and <br />other parties. <br /> <br />Sec. 4-69. Duties and responsibilities of owner s_nd operator. <br /> <br /> The following duties and responsibilities are hereby imposed upon every <br />owner s~nd operasor of any buildirg covered by the provisions of this article: <br /> <br /> (a) The exterior of the premises snd all structures thereon shall be <br />kept free of all nuisances~ and s-ny hazards ~o ~he safety of occupants, <br />pedestrians s-nd other perso~m utilizing the premises~ and free of unsanitary <br />conditions, and s-ny of the foregoirg s~l be promptly removed and abated by <br />the owner or operaoor. The items prohibited hereby shall include, but not be <br />limited ~o: brush, weeds, broken glass, svmmp roo~s, obnoxious growths, filth, <br />garOage, trash, refuse, debris, dead and dying trees ann li~s or other natural <br />grow~h~ loose and overhar~irg objects, and ground surface hazards. <br /> <br />- 4 - <br /> <br /> <br />
