contractor or person who shall act as superintendent who has paid the license tax and given the bond required by law, shall pay a license tax as provided for general contractors, upon his gross receipts or equiva- lent value of construction, for all such buildings so,~constructed except the first $10,000 of gross receipts or equivalent value in any one license tax year. No license required under this section shall be trans- ferred or prorated. Section 27. Obstructing SideWalks, etc~: Nothing contained in this ordinance shall be construed as giving the right to any person to obstruct sidewalks, streets, or other public places or to commit or maintain a nuisance. Section 28. License to Designate Place of Business: Every license issued by the Commissioner of the Revenue unless .expressly authorized elsewhere or otherwise, shall designate the place of such business, employment or profession as some definite place within the city. Any person e~ercising such license, or engaging in such business, employment or profession elsewhere than at such definite place, unless ex- pressly authorized elsewhere or otherwise, shall be held to be without a license. Section 29. Records Relating to Solicitors of Laundry, Cleaning, Dyeing and Pressing Work: Every person engaged in the business of doing laundry or cleaning, dyeing and pressing work, whose plant where such work is done is located in the City of Portsmouth, and who has one or more solicitors for such work who are not among his regular employees as determined by his social security records, shall keep an accurate record showing the names and addresses of such solicitors, the gross amount of such work received from each such solicitor, and the amount of discounts allowed each such solicitor. Any person failing or refusing to keep such records shall, upon conviction thereof, be fined not less titan $25 nor more than $100.00. Section 30. License Inspectors: The Commissioner of the Revenue is instructed and authorized to employ a License Inspector and such assistan~license inspectors, as may be provided for by Council.
