<br /> V~iIERE~S, the City of Portsmouth is authorized to establish or er~
<br />large a sewage ~isposal sysvem, and under and by virtue of Chapter 5 of Title
<br />15.1 of the Code of Virg~inia, 1950, the Council of any City in this State
<br />w~ich is authorized to acquire, maintain or establish a water wor~s system,
<br />sewage disposal systew,., or other specific undertaking from ~zich the City may
<br />merive a revenue, may in accordance with Section One Hundred and ~.~enty-seven,
<br />Clause (b)~ of the Constitution of Virginia, issue so many bonds as may be
<br />necessary to acquire, maintain or establish such water works system, sewage
<br />chisposal system, or other specific undertaking; and
<br />
<br /> )~IEREAS, it is necessary and expedient to make certain improvements,
<br />extensiop~ and additions to the sewage disposal system of the City of Ports-
<br />..mouth ano to borrow for that purpose the sum of One ~,~llion Five Hundred
<br />Thousand Dollars and to issue bonds therefor; and
<br />
<br /> ~RPZAS, Section One ' Hundred ~u~d Twenty-seven~ Clause (b), of the
<br />Constitution of Virgir~ia, requires the ordinance authorizing the issuance of
<br />such bonds to be approved by the affirmative vote of the majority of the
<br />qualified voters of the City voting upon the question of their issuance, at
<br />the general election next succeeding the enactment of the or~inance~ or at a
<br />specisl election held for that purpose; and

<br /> ~,Y, fEREAS, by virtue of an ordinance adopted by' the Council of the
<br />City of Portsmouth on the twenty-eighth day of Septe~foer, 1~65, entitled,
<br />"~ Ordinance to Authorize the issuance of One M~llion Five Hundred ?nousand
<br />.Dollars of Bonds to be ~own as Sanitation Bonds for the Purpose of ~.~king
<br />Imio~vements, Extensions and Additio:~ to the Sewa_~ Dispoaal System of the
<br />City, Ptursu~t to Section i27~ Clause (B), of the Constitution of Virginia~
<br />m~d ~mpver 5 of Title 15.1 of the Code of Virgj~aia~ 1950% the Court of
<br />ifustings for the City of Portsmouth~ by an order entered on the thirtieth
<br />O~y of September~ 1965~ directed that there be submitted to the qualified
<br />VOters of the City of Portsmouth at an election ~o be held on the second day
<br />of November~ 1965, the question Whether the bonds authorized by the said
<br />or6~Lnance should be issued; and

<br />d~/ of N~vember~ 1965, it was entered of record as a result of said election
